Ask HPD: Driving too slow on the freeway


Honolulu Police Department Capt. Andrew Lum answers this week’s question.

Question: Can you get ticketed for driving too slow?

Answer: Excessively low speed can be a dangerous situation for everyone using the freeway.

Aside from bad weather, unsafe traffic conditions, or lawful instruction, drivers on the freeway can get cited for travelling under the posted minimum speed carrying a fine of $82. This is if a minimum posted speed sign exists.

If there isn’t a posted minimum speed, drivers who are travelling five miles or more under the speed limit on any roadway must use the extreme right lane on a multiple lane roadway leaving the left lanes open to faster moving traffic.

Vehicles travelling at an excessively low speed under the posted speed limit not using the extreme right lane could face a fine of $97.
