Plans to create a man-made lagoon in Ewa Beach, rather than a marina, are moving forward.
Haseko Development wants to build the lagoon with pavilions and a viewing area by the shoreline. Those against the proposal say it’ll cut off public access to the beach for surfers and fishermen.
While the measure passed out of committee Thursday, some council members like Kymberly Marcos Pine say more discussion is needed.
“I will not be voting in full council in favor of this bill,” she said. “I truly believe if the developer has been open, we could come to a solution because, really, we only negotiated for two-and-a-half weeks.”
