The suspect in a deadly shooting at an illegal game room has been captured.

Honolulu police arrested Nathaniel Foster, 26, following an hours-long, multi-agency standoff in Kalihi.

Foster is accused of shooting and killing Kioco Melson, 24, on Wednesday, Nov. 23, in McCully.

Officers responded to a building near S. Beretania Street and Poha Lane at around 9 p.m. They were directed to the second floor, where they discovered Melson’s body with multiple gunshot wounds in an illegal game room.

The suspect, identified by witnesses as Foster, fled prior to their arrival.

On Saturday, Nov. 26, authorities tracked him to a building on Richard Lane.

Residents told KHON2 Honolulu police and U.S. Marshals swarmed the area shortly before 10 a.m.

“They were all armed, and there was an armored truck outside, so they were probably trying to take someone in,” said resident Jacob Pedro.

Police evacuated residents living in nearby units while they tried to negotiate with Foster to come out of an apartment and surrender.

Resident Shellford Cantan said they secured a gate so Foster couldn’t escape.

“This building was surrounded. No way he was going to get out,” Cantan said.

Police set up a perimeter and a staging area while residents were told to leave. As the standoff went on, negotiators were brought in.

A crowd of people watched and waited and finally, at around 12:15 p.m., it was over. We’re told Foster surrendered to police without incident.

He was arrested and charged with murder on Sunday, Nov. 27. His bail was set at $1 million.

Building residents said they’ve seen Foster from time to time, and were shocked to find out he was a wanted murder suspect.
